if you are an expansion or rebuilding team with ample caps
1. throw all the $$ you can at paul millsap this summer. even if boozer opts out, i doubt jazz would want to pay millsap top $$. if booz doesn't, then jazz simply don't have the $$ to keep 2 top power forwards
2. give ramon sessions a lucrative multiyear contract. don't bid against yourself. but make sure you have the best offer on the table than ramon simply can't refuse. ramon will be the starting point guard
3. sign allen iverson to a huge 3 year contract and make him your starting 2 guards. stay away from jason kidd, lamar odom, shawm marion, mike bibby, andre miller, and ron artest unless the price is right (around 10 million when no one else wants them) it is likely that you can land one of them.
4. now you have the building blocks to build around. sign ruben patterson to be the defensive stopper (bruce bowen type), salim stoudamire to be the spot-up shooter off the bench. sign bonzi wells from china to fill out your bench. wait for someone to buy out steve francis' or starbury's contract. invite antoine walker, raef lafrentz, eddie jones, damon stoudamire, and juwan howard for a tryout
5. sign tarence kinsey, chris andersen, walter herrmann, stephen graham, and leon powe. they are highly underrated. pick up jamaal magloire or zaza pachulia or stromile swift on the cheap. ditto for flip murray and brevin knight
6. sign darius miles. he can block shots and score
7. try to lure grant hill in as your starting SF
8. stay away from ben gordon
9. sign chris wilcox when no one wants him. same for joe smith to add size
10. quinton ross can be the 15th man
obviously you won't get everyone i listed but the key is to pick up the cornerstones: millsap, sessions, iverson/kidd/artest/bibby/marion/andre miller/odom and mix them up with proper supporting casts consisting of potential sleepers or productive, solid veterans that are often overlooked
this is a contender
